Looking for the source of a political quote

Hi guys, I am looking for the source of a quote that's supposedly made by a politician. At least, I think it was a politician.

The problem is I don't remember the exact words. I just have a general idea of what was said.

Basically, someone said that the secret to maintaining power over a country is to take away only the big freedoms. Like freedom of speech etc. Things that are too big for the common people to understand.

But never to take away the small freedoms. Such as the freedom to drink alcohol and the freedom to eat fried food and the freedom to decorate one's bedroom.

So who said it? And what are the exact words?

Perhaps something from Battle Royale? Read a (possibly poor) description. Allowed small freedoms. Immediately crushed larger ones. (Disclaimer: Never read the book.)
