That was my thought as well; the 4x11s were the first corners of the world (...perhaps he didn't expect it to be so big!?) and then he either just kept them or forgot to delete them.
As for the two empty black tiles (1n4e, 1n5e), the fill-in-the-blank function of the script (N -> transparent-on-white; S -> black) would automatically make the inner mountain transparent/white (AKA sky-coloured) because it's on the north half.
