In case anyone else was wondering, here's the matrix mapped to a (mostly) grayscale image (with a scaling factor of 4000%). It didn't help me at all but I'm posting it anyway (hopefully I didn't make any mistakes) 8D

There's no more luck to be had in dividing by 474 though.

Given the 'tick tock', maybe the dash in the top left corner is supposed to be a clock hand? I can't see any other reason for it to be there...

I thought it was the sort of dickish thing that the riddler would put after a puzzle.

I think the answer has to be Time. He is planning on stealing everyone's precious time. Proof comes from the fact that he hasn't even visited since he first posted the puzzle...
