The thing about X-Com I've always noticed is.. when people make an X-Com game, or something they say "Oh man, it's like X-Com again!" they really mean that it's a tactical skirmish game. Part of X-Com's charm is not just the horrifically hard battles, but base management as well. And research and manufacturing.. and keeping all those nations happy with your progress (Or doing what I do, and say FU America, Mexico and Canada, deal with your own shit while I cover everyone else on the planet).
So, you almost need a setting wherein you are being funded and supplied by several different organizations - organizations that may actually hate each other - and attempt to keep them all happy.
I'm thinking a generic fantasy/Lord of the Rings style thing - multiple kingdoms of different races being assaulted by sneaking enemies, and you running a coalition force supplied by all of the kingdoms and using troops drawn from the kingdoms to combat them might work.
Or in this case, Wheel of Time.. to a certain extent, at least. I seem to recall Rand being a little on the "Fuck'em, we'll just steamroll'em with our army" towards the end, but I may be mistaken. It's been a while. Anyway, play up Rand or whomever needing to make the various nations Happy to keep from collaborating with the Forsaken, and yeah, I think it'd work.
