They do this rather badly. The only good thing about them is you can move AND shoot at the same time with greater sensitivity. PC's can only do one at a time, but it does the one it does better. I've heard of people using a 360 controller for movement and actions and a mouse for aiming. That way you get the precision of both (as long as your game does not need all the keyboard controls).
