I think it's safe to say that once white gets the queen (assuming it survives a turn or two), they win. But that move doesn't work to secure the queen: 2. Kc5 Rd1 3. c8=Q Rc1+ and the king is skewered. I hadn't thought about that. Will this one work? 1. c7 Rd6+ 2. Kb5 Rd5+ 3. Kb4 Rd4+ 4. Kb3 Rd3+ 5...

Um, is that a computable function?

Yes, you just by brute find all proofs of length A(9,9), and compute all algorithms which are proven to halt, and take the sum.
