In Australia we have low interest government loans to pay for university fees. Once you have a job and begin earning a certain amount then you slowly pay that loan off by paying a bit extra in tax. I think this method is better than 'free' education as everyone still has to pay for their degree but ...

If a species acheives intertellar travel I don't think there will be many potential causes for war. Most wars are either over resources (land/food/water/minerals/ect.) Or ideological differences.
