Changing the rules to limit a certain demographic that overwhelmingly votes against your interests is the TEXTBOOK DEFINITION of voter suppression. Any argument of that is willful ignorance, regardless of whether *you* think they had plenty of opportunity.

As to why machines in larger precincts would be rigged, but not smaller ones, that's actually pretty simple. Larger precincts means more voters per machine, meaning fewer machines have to be rigged for maximum effect, which significantly reduces your chances of being caught.
