The issue isn't the packing, it is the cost of shipping itself. It is expensive to move stuff over oceans.

It isn't a file size issue. It is a bug in PHPBB. There isn't any really good way to work around it other than to bug the PHPBB devs for a fix, write your own, or delete attachments. Echochamber and the blag are hosted on the same server... which is a separate server to the main comic-serving one (presumably so that heavy load on the forums doesn't cause the comics to go down).
