First Do No Harm is difficult to get, mainly because you can't take out Spies and the occasional Pyro. The round I got it, we went into Sudden Death, and I ended up ubering an Engineer to kill a Soldier and a Sniper. I actually did the same thing in the Sudden Death next round, actually...

I'm going to second CogDissident and say that a cooldown, maybe 2 to 3 seconds, is probably the balancing measure they're using. It seems like the most obvious choice to prevent spamming and complete turtling. Besides, the ideal solution to any turtling sentry is an uber. An ubered demo fires sticki...
