My summer temperatures tend to be in the hot to way-too-fucking-hot-oh-god-oh-god-oh-god range, but then again, I think that anything hotter than 80°F (27°C for those of you playing in metric-land) is icky.

From personal experience, I'd say three-handed clocks are more common. The clocks in my school all have (inaccurate) second hands.
