I will never not find this electoral votes system weird as hell. It made sense for a dirt poor country in the days before telegraphs. Just send a simple "yay" or "nay", and your vote's worth is based on a combination of your population and simply being a state that was agreed up...

From what I've read, it was the O10 move that made everyone double or triple-check. And the guy who was commentating is really really high level (9P). And he was kind of hesitant to place the O10 stone on their analysis board when it happened.
